Robert C. Talbott, Chief Executive Officer
Bob has over 30 years of multifamily experience in the areas of
property management, asset management, acquisitions, redevelopment,
and new construction. Bob is currently the CEO of BLVD Residential,
a property management and construction services company. Prior to
this, Bob was Senior Vice President of Operations and Property
Management for Essex Property Trust a publicly traded real estate
investment trust located on the West Coast. Before joining Essex,
Bob served as Vice President and Division Manager of Asset
Management for BRE Properties and was a partner and Chief Operating
Officer with Trammell Crow Residential.
Bob earned a bachelor’s degree in Agricultural Business Management
from California Polytechnic State University, San Luis Obispo, and
a Master’s in Business Administration from Saint Mary’s College in
Moraga. Bob holds a California Real Estate Broker’s license. He is
a past president of both the Housing Industry Foundation, Tri
County Apartment Association, and is past chairman and board member
of the YMCA of Silicon Valley.

Scott F.
Mencaccy
President
Scott Mencaccy, President
Scott Mencaccy's real estate career spans over 30 years.
Previously, Scott served as President for Pinnacle Realty
Management Company. He directed operations and growth for the West
Region, which included California, Arizona, Nevada, Utah, Colorado,
Idaho, Nebraska, and New Mexico. He was responsible for a $4
billion portfolio, 46,000 apartment units consisting of commercial,
mixed use, multifamily, brokerage and public housing activities in
the region. Scott was also instrumental as the Team Leader
launching Pinnacle’s joint venture with Clark Realty Capital into
the privatization of Military Housing across the country. The
financial scope of the first project, Camp Park’s at Monterey Bay
was more than $500,000,000. Prior to this, Scott was with Con Am
Management Corporation in Sacramento, where he served as Regional
Vice President.
Scott earned a bachelor’s degree in B.A. in Finance from Pepperdine
University. Scott holds a California Real Estate license and holds
a General B Contractors license.

Brian
James
Director of Business
Development
Brian James, Director of Business Development
Brian brings nearly a decade of property management experience
to the BLVD team. Brian started off his career in multi-family
property management with Dick James & Associates, Inc (DJA
Properties), where he worked in several departments, gaining
knowledge of the industry from multiple perspectives. Starting his
career with the HR Department, Brian soon moved into a leadership
role as Director of Maintenance followed and later becoming Chief
Business Development Officer in 2018. During his first two years as
the company’s Business Development Officer, Brian help grow DJA
Properties from approximately 6,000 units managed to just over
8,000 units. In 2022, Brian became an integral part of BLVD’s
acquisition of DJA Properties and was brought over as the Director
of Business Development and continues is role as a strategic mind
ensuring the success of BLVD’s future growth.
Brian is a graduate of University of California at Davis and holds
a BA in Communications.

Joy
Cayaban
Controller
Joy Cayaban, Controller
Joy has over 30 years of accounting experience. She joined BLVD
Residential in 1984 and has served as the company’s Controller
since 2000. As Controller, Joy reports to the CEO and is
responsible for managing and overseeing property and corporate
accounting activities including preparing monthly financial
statements, A/R, A/P, payroll, and cash flow analysis. Joy
supervises a support staff of 10 full time employees.
Joy studied Accounting and Business at Cal State Hayward.

Cody
Blanc

Cody Blanc, Director of Property Management – Sacramento
Cody has over 10 years of multi-family experience and is a Regional Manager in the Sacramento Region, where he manages several key investor clients and multiple buildings in the area. He specialized in the renovation/repositioning of distressed assets and rapidly preparing them for sale. In addition, he is focused on raising revenue through renovation of units, ancillary income opportunities, expense reduction, and maximizing the benefits of very professionally managed properties. Cody began his property management career at BLVD Residential, where he managed a portfolio of over 8 multifamily residential and mixed-use properties throughout Oakland, Hayward, and Castro Valley.

Yaakov
Strauss

Yaakov Strauss, Director of Property Management – Bay Area
Yaakov has over 20 years of property management experience and has been with BLVD Residential since 2012, managing key Bay Area assets. In 2002, he co-founded Y&Y Property Management in Baltimore, MD, a firm focused on managing single family rental homes and small multi-family properties. He soon became the sole owner and grew the company to its peak size of 300 properties under management. He was instrumental in assisting his clients with identifying value add opportunities in many of Baltimore’s most demanding neighborhoods. Once properties were acquired, he and his team successfully implemented an aggressive management plan which included significant reconstruction to return the premises to habitable condition as well as the ongoing duties associated with managing the property. He was also certified in mold remediation services. Yaakov holds a California real estate licenses.

Pattie
Philibosian

Pattie Philibosian, Director of Property Management – North Bay
After a career in corporate communication and project management as well as real estate sales, Pattie joined DJA Properties as a Regional Manager in the San Francisco Bay Area and joined BLVD during the merger of the two companies. She now oversees our Regional Managers working in the North Bay, East Bay, and a few in Sacramento. With a focus on responsive client service and strong communication throughout the team, Pattie is committed to driving strong financial and operational performance. She has experience in renovation / construction projects, lease-up, income qualified properties, and in several municipalities affected by local rent control and other housing measures. Additionally, she brings experience as an expert in staff development and assists other in building leadership skills at all levels of property management. Pattie earned a Bachelor’s degree in English from the University of California at Davis and a Master’s degree in Communication Management from the University of Southern California. She holds a California Real Estate License.

Jay Mejia, Director of Maintenance
Jay is responsible for managing BLVD’s maintenance supervisors, specialists, and technicians. He brings over 15 years of property management experience to this role. He has worked for several property management firms in career with increasing leadership roles in each position. Jay has a special interest in building safe communities and brings both work and volunteer law enforcement experience to his position. He is passionate about creating a professional, safe, and responsible maintenance program at BLVD.

Debra O'Toole, Senior Director of Human Resources
Debra has over 30 years’ experience in resource and talent
management for both public and private companies. Debra began her
career with Taco Bell Corporation, working in operations and
transitioning into training where she designed and developed
management training programs for both field and corporate
employees. After relocating to the Bay Area, Debra assumed the role
of global Human Resources leader for FP International, a privately
held, global packaging company. At FP, Debra worked to transform an
entrepreneurial culture into a results-oriented culture by
introducing performance measures at all levels of the organization
that aligned with corporate initiatives. Debra was an integral part
of the senior leadership team that successfully led the company
through the sale process resulting in an acquisition by a large
competitor.
Debra has her bachelor’s degree in Psychology from California State
University, San Bernardino.

Shadi Fox, Director of Human Resources
Shadi Fox brings 15 years of property management experience to BLVD. She graduated with a BA in Accounting from Sacramento State University and has a worked in property management in both accounting and human resources. Shadi joined BLVD when we acquired Dick James & Associates (DJA). She has a strong aptitude for leadership and worked closely with DJA’s executive staff and leadership team, where she ran their Board of Directors for 4 years. Shadi was also an integral part of the senior leadership team that successfully led the company through the sale process resulting in an acquisition by BLVD. She has a passion for developing programs and processes that help create a desirable working environment, making BLVD a great place to work and keeping properties staffed. Shadi has a love for animals and if you visit the Roseville office, you may get a chance to meet her rescue chihuahua, Potato.

Amy Dockendorf, Strategy & Marketing Manager
Amy brings 7 years of property management experience to BLVD. She has a background in accounting and administration, and has most recently been a corporate trainer, leading a project to bring 8000 units onto a new management platform among many other initiatives. She also led her former company’s rebranding process. She brings her passion for people to support BLVD’s organizational goals, manage projects, and support company growth. Amy also lends her education in art, design, and education to support BLVD’s marketing and employee development efforts.

Mindy Wiidanen, Property Support Manager
In 2009, Mindy started her career in the Property Management industry as a Leasing Consultant, learning her profession from the ground up. Mindy spent the following 9 years as a highly successful Property Manager. Accepting a promotion in 2019, Mindy moved into the Corporate/Entrata Property Coordinator position where she supports BLVD staff, properties, and company initiatives. In this highly complex and critical position, Mindy heads up Entrata new initiatives, onboards all new properties, and maintains Entrata compliance.

David Manea, Training Manager
David has more than a dozen years of property management experience. With an expert eye for detail and processes, David leads our employee training program, ensuring BLVD offers high levels of customer service, remains compliant with state regulations, and confidently uses our technology. He began his career as a Community Manager and was promoted to Training after becoming everyone’s go-to problem solver. Outside of work, David volunteers much of his free time to a local Romanian church.

Sabrina Cosentino, Regional Manager
Sabrina joined BLVD Residential with a deep knowledge of multifamily management and has over 18 years of experience in our industry. She is an expert in managing and leasing several large assets and successfully navigating San Francisco Rent Control. After 5 years with Trinity Management Services, she transitioned to Gerson Bakar where she spent 9 years as Director of Residential Leasing. A significant milestone in her career was managing the lease-up and repositioning of an A+ 759-unit community in Menlo Park. Sabrina also brings her Bachelor of Sociology/Law and a Minor in Spanish from the University of Santa Clara. Sabrina holds a California Real Estate license.

Donny Derenia, Regional Manager
Donny brings 18 years of property management experience to his role as Regional Manager. He began his career at the on-site level and built an impressive array of leasing and business skills, working his way up to his most recent role as the Acting Director of Operations at FPI Management. Donny has overseen as many as 6500 units between California, Nevada, Colorado, and consulted on new development and lease ups in Utah. Donny adds tremendous value to his client’s properties, with experience in property sales, value-add services, lease ups, property stabilization, new construction/development, and staff development. He is skilled at evaluating opportunities to increase revenue and focus on expense management in all areas of management.

Selena Gillette brings over 19 years of property management experience throughout the San Francisco Bay Area. Selena’s energetic approach to managing multifamily real estate allows her to provide a high level of customer service to every client. Selena is a results-oriented leader with a proven ability to increase revenue and exceed owners’ goals and operating expectations. Prior to joining BLVD Residential, Selena managed a large portfolio for Cushman & Wakefield. During this time, Selena was involved with new construction, lease ups, building renovations, property acquisitions and expensive due diligence projects. Her experience is broad and covers both Class A developments and Affordable Housing properties. Selena holds a California Real Estate License.

Samantha has 12 years of property management experience. Most recently, she was a Portfolio Manager at FPI Management, managing a portfolio in the greater Sacramento region. Her familiarity with the Sacramento market makes her a huge asset to the BLVD team. Samantha brings great enthusiasm for property management, making her a standout at providing excellent customer service to BLVD clients.

Julieann Phipps, Regional Manager
Julieann is a veteran in the world of multi-family real estate and property management. With over 17 years in the industry, Julieann has held numerous leadership positions in Northern California. She has advanced her career through Prometheus, Pacific West Management, Steadfast Companies (affordable housing) and most recently leading Berkshire Communities northern California division. While at Berkshire, Julieann was pivotal in the acquisition and transformation of several assets over 300 units in the Walnut Creek and Fairfield markets. Julieann has managed various types of multifamily housing including Section 42/Bond affordable housing, senior, mixed-use, mid-rise and garden style market rate housing.

She specializes in value-add renovations and assessing market trends for optimal property performance. Lydia is the recipient of two industry Stellar Awards, has overseen multiple high-level lease ups and repositioned underperforming sites to be fierce competitors in their market.

Julia has over 10 years of Property Management experience in the greater Sacramento, Bay Area and Reno, NV markets. Julia began her career with BLVD in 2016, working at a 344-unit value-add multifamily reposition in Sacramento. Diligent work ethic and outstanding results, Julia was promoted to Community Manager and relocated to Reno, NV to launch our first management assignment in Nevada. After another outstanding performance, Julia was promoted to Associate Regional and manages a small portfolio of properties in Mid-Town and Vacaville. Julia understands real estate investment, develops client Business Plans, executes lease-ups, delivers outstanding economic results and has proven leaderships abilities.

Liz began her career in property management 15 years ago with a resident screening software company, CheckPoint, where she assisted property management firms develop screening programs aimed at risk reduction and fair housing compliance. In her current role, Liz strives to apply smart risk management strategies and build strong business relationships based on mutual trust and verifiable results. With her background in compliance and client relations, Liz understands the importance of providing simple solutions for the complex regulations that govern the rental industry. What she enjoys most about her career with BLVD is a results-oriented culture and strong leadership. Liz holds a bachelor’s degree in Organizational Communication Studies from CSU Sacramento.

Don Waldrop, Regional Manager
Don has worked in property management industry for more than 25 years. He has managed private storage and multifamily properties, and has also honed his skills in the hotel industry. Don started his multi-family career with Dick James and Associates in 2014 as a Community Manager and has evolved his career to become part of BLVD’s property management leadership team. Don is both the Regional Manager and designated broker for BLVD Residential’s business in Arizona. He currently holds an AZ Real Estate Broker’s License.
