Robert C. Talbott, Chief Executive Officer
Bob has over 30 years of multifamily experience in the areas of
property management, asset management, acquisitions, redevelopment,
and new construction. Bob is currently the CEO of BLVD Residential,
a property management and construction services company. Prior to
this, Bob was Senior Vice President of Operations and Property
Management for Essex Property Trust a publicly traded real estate
investment trust located on the West Coast. Before joining Essex,
Bob served as Vice President and Division Manager of Asset
Management for BRE Properties and was a partner and Chief Operating
Officer with Trammell Crow Residential.
Bob earned a bachelor’s degree in Agricultural Business Management
from California Polytechnic State University, San Luis Obispo, and
a Master’s in Business Administration from Saint Mary’s College in
Moraga. Bob holds a California Real Estate Broker’s license. He is
a past president of both the Housing Industry Foundation, Tri
County Apartment Association, and is past chairman and board member
of the YMCA of Silicon Valley.

Scott F.
Mencaccy

Scott Mencaccy, President
Scott Mencaccy's real estate career spans over 30 years.
Previously, Scott served as President for Pinnacle Realty
Management Company. He directed operations and growth for the West
Region, which included California, Arizona, Nevada, Utah, Colorado,
Idaho, Nebraska, and New Mexico. He was responsible for a $4
billion portfolio, 46,000 apartment units consisting of commercial,
mixed use, multifamily, brokerage and public housing activities in
the region. Scott was also instrumental as the Team Leader
launching Pinnacle’s joint venture with Clark Realty Capital into
the privatization of Military Housing across the country. The
financial scope of the first project, Camp Park’s at Monterey Bay
was more than $500,000,000. Prior to this, Scott was with Con Am
Management Corporation in Sacramento, where he served as Regional
Vice President.
Scott earned a bachelor’s degree in B.A. in Finance from Pepperdine

Cody Blanc, Director of Property Management – Sacramento
Cody has over 15 years of multi-family experience. As the
Director of Property Management, he leads the Sacramento Regional
Management team, overseeing property operations and directly
managing several clients. He specializes in lease-ups and the
renovation/repositioning of distressed assets and rapidly preparing
them for sale. In addition, he is focused on raising revenue
through renovation of units, ancillary income opportunities,
expense reduction, and maximizing the benefits of very
professionally managed properties. Cody began his property
management career at BLVD Residential, where he managed a portfolio
of both multifamily residential and mixed-use properties throughout
Oakland, Hayward, and Castro Valley.

Selena Gillette, Director of Property Management – Bay Area
Selena Gillette brings over 20 years of property management
experience throughout the San Francisco Bay Area. Selena’s
energetic approach to managing multifamily real estate allows her
to provide a high level of customer service to every client. Selena
is a results-oriented leader with a proven ability to increase
revenue and exceed owners’ goals and operating expectations. Prior
to joining BLVD Residential, Selena managed a large portfolio for
Cushman & Wakefield. During this time, Selena was involved with new
construction, lease ups, building renovations, property
acquisitions and expensive due diligence projects. Her experience
is broad and covers both Class A developments and Affordable
Housing properties.

Scott Cattaneo, Director of Accounting & Administrative Services
Scott Cattaneo is a seasoned accounting leader with over two decades of experience in multi-family financial management. In his most recent role as Director of Accounting at 2B Living, he oversaw full-cycle accounting for a portfolio of more than 4,800 units, ensuring GAAP compliance and operational efficiency. Scott has led accounting functions for both institutional and private clients, with a track record in financial reporting, investor relations, and audit coordination. He is a Certified Management Accountant (CMA) and holds a BA in economics from San Diego State University.

Michael Mencaccy, Director of Construction & Maintenance
Michael Mencaccy started his professional career in sales for the multi-family industry in 2017. He then moved into restoration and renovation project management. Michael joined ASC Construction Services in 2019 as a Regional Maintenance Manager. In this role, he learned to work directly with Property Management and the on-site team to successfully navigate projects to completion while focused on excellent customer service. Michael was promoted to Project Manager and then to Senior Project Manager. He works directly with Owners and Management teams to coordinate day to day operations of multiple construction projects. Michael is responsible for overseeing all of ASC Construction Services projects, operations, and maintaining and growing client relationships. Michael holds a Bachelor of Science Degree in Business from California State University Stanislaus.

Mindy Wiidanen, Director of Property Support & Training
In 2009, Mindy started her career in the Property Management industry as a Leasing Consultant, learning her profession from the ground up. Mindy spent the following 9 years as a highly successful Property Manager. Accepting a promotion in 2019, Mindy moved into the Corporate/Entrata Property Coordinator position where she supports BLVD staff, properties, and company initiatives. In this highly complex and critical position, Mindy heads up Entrata new initiatives, onboards all new properties, and maintains Entrata compliance.

Lentice Carter, Director of Human Resources
Lentice brings over 30 years of human resources experience,
including 16 years of HR leadership in the multi-family housing
industry, with a passion for creating a workplace where people feel
supported, valued, and empowered to do their best work. Before
joining BLVD, she served as HR Director at FPI Management, leading
enterprise-wide HR strategies across multiple states.
Beyond her corporate experience, Lentice serves as Board Secretary
for the Yolo Conflict Resolution Center, supporting community
mediation and restorative justice initiatives. She also enjoys
traveling, exploring different cultures, and spending time with her
family - especially her grandson.

Amy Dockendorf, Strategy & Marketing Manager
Amy brings a decade of property management experience to BLVD. She has a background in accounting and administration, and has most recently been a corporate trainer, leading a project to bring 8000 units onto a new management platform, rebuilt the training program, and empowered employees at all levels to cooperate, coordinate, and solve problems across the entire portfolio. She also led her former company’s rebranding process. She brings her passion for people to support BLVD’s organizational goals, manage projects, and support company growth. Amy also lends her education in art, design, and education to support BLVD’s marketing and employee development efforts.

Sabrina Cosentino, Regional Manager
Sabrina joined BLVD Residential with a deep knowledge of
multifamily management and has over 20 years of experience in our
industry. She is an expert in managing and leasing several large
assets and successfully navigating San Francisco Rent Control.
After 5 years with Trinity Management Services, she transitioned to
Gerson Bakar where she spent 9 years as Director of Residential
Leasing. A significant milestone in her career was managing the
lease-up and repositioning of an A+ 759-unit community in Menlo
Park. Sabrina also brings her Bachelor of Sociology/Law and a Minor
in Spanish from the University of Santa Clara.

Irish Delfin brings over 15 years of progressive leadership in residential property management, with experience ranging from Community Manager to Division Director. Irish holds degrees in political science and law, and is deeply experienced in asset management, financial reporting, and team development. Her strong background in customer service and marketing helps drive both resident satisfaction and portfolio performance.

Jacob Nelson brings a hands-on, entrepreneurial approach to property management, with over a decade of experience managing portfolios across the Bay Area. He joined BLVD as an Associate Regional Manager in 2023 and was promoted to Regional Manager in spring 2025. As both a Regional Manager for BLVD and Regional Property Manager for other management firms, he has led capital projects, ensured regulatory compliance, and developed marketing and staffing strategies. With a strong foundation in both operations and maintenance, Jacob is known for his ability to support onsite teams and deliver results. In 2014, Claudine started the journey into property management as a leasing agent with a small investment company and discovered her career calling. She loves assisting people on their journey to find the perfect place to call home. Claudine joined a large property management firm in 2017 as a Community Director of multiple sites, gaining experience of another firm and expertise in managing staff. She also became adept at managing building subject to various Bay Area rent control laws. Claudine was promoted to Regional Manager in 2019, gaining valuable experience managing high-volume workloads, excellent communication skills, and built positive relationships with Clients. She joined BLVD in 2023.

across northern California. These assets have proven to be
successful and exceeded expectations while under her
management.

ups and repositioned underperforming sites to be fierce competitors

Julia has over 10 years of Property Management experience in the
greater Sacramento, Bay Area and Reno, NV markets. Julia began her
career with BLVD in 2016, working at a 344-unit value-add
multifamily reposition in Sacramento. Diligent work ethic and
outstanding results, Julia was promoted to Community Manager and
relocated to Reno, NV to launch our first management assignment in
Nevada. After another outstanding performance, Julia was promoted
to Associate Regional and manages a small portfolio of properties
in Mid-Town and Vacaville. Julia understands real estate
investment, develops client Business Plans, executes lease-ups,
delivers outstanding economic results and has proven leaderships

Jesse began his career in property management as a maintenance technician and later as a maintenance supervisor, joining BLVD in 2022. He then joined BLVD’s subsidiary, ASC Construction, as a project manager, successfully overseeing many construction and renovation projects. Jesse was then promoted to Senior Regional Maintenance Supervisor in 2025 and currently oversees BLVD’s maintenance program, including the Regional Maintenance Supervisors, and leads department initiatives and sits on the Safety Committee.

Lexus is an accomplished property management professional with over 10 years’ experience. She joined the BLVD team in 2017 and quickly made an impact on a 344-unit community. Within 6 months, Lexus was promoted to Community Manager due to her exceptional performance and skills. During her tenure with BLVD, Lexus has managed various sites, starting with 90 units in Rancho Cordova and eventually overseeing 116 units in the Arden/Arcade area. With her continued success, she was promoted to a larger asset and took charge of two sites consisting of 224 units. Today, as the new Property Support Coordinator, Lexus brings her extensive on-site experience and thorough knowledge of our management software to support the BLVD team and ensure Entrata compliance. With her commitment to delivering quality work and customer service, Lexus is an invaluable member of our team.

Financial Controller at TRI Property Management, and Finance
Manager at Sedgwick. Rhianna is known for her exceptional attention
to detail and has a proven track record of turning around
underperforming departments. She also has a strong commitment to
improving the strength of BLVD’s accounting team.
She earned her Bachelor’s degree in Accounting while working
full-time, demonstrating strong time management and perseverance.
Outside of work, she enjoys travel, reading, cooking, and studying
new languages—pursuits that reflect her curiosity and love of
learning.
